Let City Council Know That You Want Central Park Developed with Transparency and Citizen Input
Our group has growing concerns about the process currently being used to revise the 8-acre expansion of Central Park. Unlike past projects, this one has unfolded with limited transparency and little opportunity for public involvement — and that feels out of step with how our City Council has traditionally operated.
Chesterfield has a long and proud history of engaging residents in important decisions. From land use to parks and city planning, Council has often gone above and beyond to seek out public input. That’s why we’re hopeful. With your support, we believe this process can get back on track — one that reflects the openness, collaboration, and care our city is known for.
We’re encouraged that Mayor Hurt is working with our group to pause the current process and explore better options. But your voice matters too. By sending a short email and completing our brief survey, you can help demonstrate just how important transparency and community involvement are — especially when it comes to a place as central and beloved as Central Park, a true jewel of our city.

Citizens for Developing Downtown Chesterfield (CFDDC)
City Council unanimously approved Central Park Master Plan, created with citizen input, in November 2021. In January 2025, the Chesterfield City Council changed direction and gave the City Administrator a directive to develop a new plan for the 8-acre expansion of Central Park.
This directive was never discussed publicly, never voted on in an open meeting, and allows for a complete redesign of the existing Master Plan.
The City’s Parks Department has produced a new version of the plan without seeking broad community input — and it shows.
They’ve placed a public toilet and ticket box in the center of the park’s most valuable space.
This is not thoughtful design for a signature park. This is what happens when planning is done in isolation.
The City of Chesterfield is making major decisions about the future of Central Park's 8 acre explansion with little community input, and with no clear direction from City Council.
We believe that there is a better way — and we’re asking for your support to do something about it.
City Council has the power to address our concerns. We are requesting a meeting with them to address our concerns and to authorize a new process to update Central Park with transparency and broad citizen input.
We are open to updating the Central Park Master Plan, but only through the right process. Any changes should be led by SWT, the original park planner, and must include broad community involvement from start to finish. The current revised plan, developed under the direction of the Parks Department without broad community input, falls short of that standard. Chesterfield deserves a park — and a process — shaped by its residents.

Right now, our request is simple: We do not support changing the Central Park expansion plan created without broad community input; however, if Council insists that changes must be made, we unanimously agree that these changes should be made with engagement from the community and hiring the same park planner that created the current Master Plan. We do not support the plan we’ve seen that has been modified at the direction of the Parks Department.

Citizens for Developing Downtown Chesterfield was formed when Thompson Thrift proposed hundreds of high density apartments in front of Central Park (the Central Park Expansion Area). Residents banded together, the proposal was defeated, and now that space will be preserved as park space for the community. Since our success preserving green space at Central Park, our group has remained together in hopes of ensuring that a Downtown Chesterfield and the beautiful parkland surrounding it is developed responsibly. Right now the expansion of Central Park is being decided in executive session and without broad community involvement. In fact, they city has decided to scrap the plan created with citizen input and instead use a process led by Parks Department input with limited citizen involvement.
